As part of the National Strategy for the Defense of International and Financial Services, Panama has already signed a total of nine (9) agreements to avoid double taxation, specifically the following:
Treaty between the Government of The Republic of Panama and the Government of Mexico to Avoid Double Taxation and Prevent Tax Evasion in Income Tax matters. This Treaty was signed on: February 23, 2010.
Treaty between the Government of The Republic of Panama and Barbados to Avoid Double Taxation and Prevent Tax Evasion in Income Tax matters. This Treaty was signed on: June 21, 2010.
Treaty between The Republic of Panama and The Republic of Portuguese to Avoid Double Taxation and Prevent Tax Evasion in Income Tax matters. This Treaty was signed on: August 27, 2010.
Treaty between the Government of The Republic of Panama and the Government of The State of Qatar to Avoid Double Taxation and Prevent Tax Evasion in Income Tax matters. This Treaty was signed on: September 23, 2010.
Treaty between The Republic of Panama and The Netherlands Kingdom to Avoid Double Taxation and Prevent Tax Evasion in Income Tax matters. This Treaty was signed on: October 6, 2010.
Treaty between The Republic of Panama and The Grand Duchy of Luxembourg to Avoid Double Taxation and Prevent Tax Evasion in Income Tax matters and Over the Patrimony. This Treaty was signed on: October 7, 2010.

Treaty between the Government of The Republic of Panama and the Government of The Republic of Singapore to Avoid Double Taxation and Prevent Tax Evasion in Income Tax matters. This Treaty was signed on: October 18, 2010.
Treaty between the Government of The Republic of Panama and the Government of The Republic of Korea to Avoid Double Taxation and Prevent Tax Evasion in Income Tax matters. This Treaty was signed on: October 20, 2010.
All these initiatives that the Panamanian government has undertaken aim to get Panama out of the grey list of the Organization for Economic Cooperation and Development (OECD).
From the nine Treaties signed, only The Treaty to Avoid Double Taxation signed with Mexico has recently become Law of the Republic of Panama and will enter into force on January 1, 2011, as long as Mexico also ratifies it as Mexican Legislation. No other treaty has been ratified by the National Assembly of Panama.
